I have heard arguments along those lines that make fair points.
The strongest government-disaster-aid restriction suggestion, IMO, is that the federal government should either stop subsidizing insurance for expensive vacation homes on land that has already collected insurance from natural disasters in the past... or if they do insure then a condition is if payout happens the land will be outright seized and rebuilding forbidden.
