Apparently the Scottish Government have committed to "ensure that all premises across Scotland can have access to superfast speeds by 2021." I live in Edinburgh on the edge of the city, have an ADSL connection (pretty good, though only 18mbps at best). Most of Edinburgh, even the people up the hill from me have "Fibre to the Cabinet" but I can't get any sort of higher speed, nor any commitment to provide it. I could use Virgin Media's cable but then I don't have any choice of ISP.
