Regarding last week's survey in the last years I've grown to consider "West" as code for "white country" or "colonial power" rather than any actual geographical consideration. That way, it's understandable that many don't consider Latin America as West but it seems to me that the whole concept should be abandoned and avoided when what you mean is something else.
The original sense of the "East" vs "West" distinction, a good thousand years ago, was "countries which look to Constantinople in matters of religion" vs "those which look to Rome". Significant differences in social pattern evolved in the course of the Middle Ages, with quite rapid technological innovation in the "West" accompanied by smaller-scale & more nuanced concepts of sovereignty & legitimacy, seen in everything from the artisan guilds to the Order of the Golden Fleece.
